Lets back up a tad.
You pulled the head, are you 100% sure you adjusted the valves properly?

Next would be to pull the lines off the injection pump, find the access hole and mark on the fly wheel for TDC, if you can't do that pull the injector on #1 and run it around to the compression stroke, then turn it back to right before TDC, set the throttle to full make sure the solenoid is engaged and while turning the motor watch the fuel at the output of the injector pump, it should surge up as you reach TDC.

Setting the Injector up on the outside of the head connected to the injection pump (bleed the line) and you can crank the motor and with a piece of cardboard about 2 inches from the nozzle you will see the spray pattern, bad pattern or drips you have a bad / plugged / or dirty injector.

NOTE: DO NOT put your hand or anything else under the injectors when testing, as diesel injected into the body is a really bad and possibly fatal thing to do!
