I see, that second part makes more sense. So I’m thinking the PTO on this is probably the last
Ok, that sounds like the reason.
The pumps are driven off the engine and consume engine output horsepower. That loss is seen at both the flywheel and PTO

The manufacturer's SAE net engine HP measured at the flywheel includes that loss.

The manufacturer's SAE horsepower measurement taken at the PTO reflects any additional transmission losses.
