No -- "implements of husbandry" do not require a divers license in most cases (there was some mention about fertilizer carriage being an exception)

Much of that document is covering farm trucks. Many states have exemptions from CDL's for driving farm trucks, and it gets complicated as to what's allowed under that exemption.

Driver’s License A driver’s license is generally not required to operate an implement of husbandry. [6-102.4] Under certain conditions the operator of a fertilizer “floater” may be required to have a valid driver’s license. [3-809.(c)]

The part that shocked me was that you can drive for 14 hours straight with a farm plate as long as you don't go outside 150 miles.

That’s harvest time. Back-n-forth from field to shed/packer/market. The only thing you stop for are sleep and weather.
