If the backhoe is attached there are two reliefs in that circuit. The main relief is in the pump outlet which I assume is the one you are shimming. There is another inlet relief just down stream of that in the backhoe control valve. How they might be interacting when you deadhead the loader is anybody's guess. Disconnect the backhoe and you will eliminate the second relief.Warmed tractor up for about 15 Min, Hooked to first port for the FEL which I believe is the down function. I raised RPM to about 3,500 RPM and slowly moved the lever I believe tractor only has one relief valve.
You also have a load check in the loader valve that keeps the loader port shutoff until inlet pressurere exceeds port pressure. How that behaves when you "slowly" crack the valve on a deadheaded port is another unknown.
My point being that initial spike is a transient of some unknown cause. I cant explain it but I dont think its a problem.
