Can you replace the hydraulic pump that is rated 10 GPM with a pump that has a higher GPM? This is on an L3400 4WD, standard transmission. I need a higher flow rate to operate a hedging machine for my vineyard.

Might be easier to just run an external pump off of the PTO if the hedging machine isn't already using it.

Not very easily. I too would suggest a PTO pump, also if the unit needs high flow it probably will also another tank and cooler or your going to oevr heat the small sump in the tractor.

Any ideas about best brand of pto pump and reservoir I should buy

No idea on quality, 17 gpm pto, plenty other to choose from
