Is there a safety sensor that will prevent the tractor from starting if the fluid is to low? Does it really matter if you mix a couple different types of hydraulic fluid in the machine?

No, there isn't anything there to sense fluid level on your machine.
It isn't good practice to mix different brands of oil but provided you are using a oil designed for hydraulics and transmissions it probably won't hurt anything.
