Is the tractor new to you or have you had it a while?
Is this a new thing (was fine then changed)?
Does the throttle change the RPMS at all?

removed speed control cover to facilitate oil pump change.
engine now starts at 2000 RPM.
throttle increases RPM
speed control lever does not return to idle position

Did you reconnect the springs?
One that goes to the control plate and one that connect to the governor control screw?

Did you take any of the governor or governor adjusting bolts loose?

I disconnected springs from front engine cover.
replaced springs with new springs
the fine spring I hooked to pin w/hole on front eng. cover
the big spring I hooked to control lever
I did not take any control bolts loose
I never seen a hole in governor control screw
