Have a ZD-28,recently changed fuel filters and bled lines.1st question should fuel filter be completely full with fuel?. Main problem when cutting mower and tractor almost stall intermittently, any help appreciated. Thx Dave

Yes, the fuel filter bowl should be full of fuel. Sounds like there might be something partially blocking your fuel line. Welcome to OTT!

Start engine, loosen ring on filter, allow fuel to fill sight vial/bowl and begin to still over, tighten ring.

No more air.

Also, doing it this way will allow filter change without bleeding lines.

Don't have that type filter( with ring) actually has 2 filters plastic with nipple top and bottom. One only half full with fuel? Could new filter be bad?

It's possible- another member recently had an oil filter that wouldn't allow oil to pass through. They can be defective, even if it is rare.
Before buying a new one, though, make sure you have eliminated other culprits.
