Welcome - I'm in a way different local and rock composition but have the exact same problem on my trails. I'm on a ridge with glacial deposited granite boulders everywhere (softballs to suburbans!). Any soil moves downhill with the rain and new rocks are right there under the surface. I only am doing trails so not as critical as road in.

My solution pre-Kubota was dig them out / move by hand - lasts about a year. The BH and BB have helped A LOT but I like the back blade suggestion. The skeleton grapple is pretty cool! I have a really bad section to fix and was going to go with quarry crusher mix.
