Best to get a manual with the wiring diagram, there's a 9540 low profile supplement on the net which has a wiring diagram which would be very close I expect, check that you have variable resistance at pin 18 yellow wire at the plug going to the cluster.

was able to get back to it today and found that a my 5v is good to the sending unit until I plug the cluster in. I have had new parts bad before but never new cluster guess going to have to break down and get the manual to find my problem . the diagram that you shared was close but not close enough thanks

I have most of the M9540 manuals - here is the info for testing the fuel sensor - PM me and I will try to provide more info. The manuals are huge so posting them or emailing them in there entirety is probably not possible.

Did you check for resistance in the ground circuit from the gauge to the tractor chassis? I bought a B7500 this summer that was doing all sorts of weird things in the dash. Temp gauge correct some times, not others. Glow plug light on when headlights were on. It turned out to be a bad connection of the ground circuit where the wiring harness plugged into the back of the dash.
