Does your footer drain generally run most of the time? Mine runs a couple/few days or weeks/year. Sometimes will go a year or two without flow.

Might have a bearing on how you deal with the build up. Might be for the better.

As far a Property/School Taxes - - I'm in New York also. I agree 100%
Between flowing and a trickle 8 to 9 months per year, more if it's a rainy summer. Underground springs off the hill keep the yard wet well into June. My neighbor is on his 3rd sump pump in 7 years, I can hear it run every 5 - 10 minutes in the spring. I'm lucky to be able to drain to daylight without a pump.

Very familiar with your neck of the woods. Wife had grandparents in Burlington Flats / Garrettsville, did a lot of tree falling and haying there. Just had a family reunion at Gilbert Lake a month ago. Morris, New Berlin, Norwich, know them well. BIL is in West Oneonta. Nice deer country.
