I would hook it up like Wolfman said. It sounds like there is something blocking the flow . Check all fittings and hoses to make sure there are no obstructions. I would also bleed everything after making sure the correct hoses are hooked up where they are should be. That will tell you if your getting flow out of the control with a process of elimination to find the exact problem. Let us know what you find.
When it just goes down.... Are you pulling the control lever all the way back and opening the float position? I have mine plumed so that if I push forward...the blade moves down and will lift the tractor...pull back a little....the blade goes up.....pull all the way back....its in float position....
