I don't have experience with Laurin cabs but with other brands. It is not uncommon for heater fans to seize. The bearing are usually sintered bronze, which is made of fused bronze crystals with space for oil between the crystals to provide a supply of lubrication. Over time dirt gets into the spaces and eventually the motor does not have the torque to overcome the friction in the bearing.
First step is to find the fan and heater assembly. Follow the rubber heater hoses from the engine which will lead you there. Often the heater core is located low in the cab to allow the heater core to easily fill when the radiator is filled. Use a cheap test light for 12 volts from place like Canadian Tire to check for power right at the fan. If there is power at the fan resign yourself to buying a new fan motor. Cleaning the bearings will only be a very short lived fix.
If there is no power at the fan then suspect the switch.
Good luck
