You would be better off making a new shackle out of a strip of steel.

We pulled an 8 foot disk with a clevis. Might be cheaper then a welding shop.

Will it wear the inside of the loop faster since it's such a small contact point?
It would be the same as a Pintle hitch. It might wear faster if you were doing very large acreage. From your first picture you had 2 contact points at first. How many years did it last?

Also the clevis could allow the ring to move up and down a little, as you cross the field, so the contact point is varied.

I'd just machine a new one from a solid block.
But that is just me. :)

I'm surprised no one has said 'buy a new disc harrow' ! lol

really , 5 minutes adding some weld is quick, simple and outlive the new owner.

Agreed.

Drop a small piece of round stock in the bottom for 'filler' weld that in with one pass over the top of it.

Grind the sides smooth. 30 minutes tops....including cooling time.

Having a 'welder' do it will cost more than buying a clevis/shackle to 'replace' it but if wanting to keep the original configuration (by necessity or choice) then it should be a simple fix.

It would take longer to set up for it...than make the repair.

I bought it used. There's no telling how old it is. They were made from 1963 to the early/mid 1980's
