Sounds like you have some linkage in a bind. Might have someone pull the deck lever while you try to see what is moving or should be moving.

Welcome to the forum Ronald Mc! you will find lot's of friendly, helpfully advice here. It does help immensely if you can state what you have attempted, what is or is not working that might help better define the problem. What you observe if any that might be related.

Is this tractor new to you ?
Is the lift lever locked up or down ?
There is a mechanism to lock the lift linkages in the lowest down position for when you need to remove the deck... see the height adjust knob, next to the lowest position is a lock symbol. The reason for this linkage lock position is because the tractor uses gas-charged lift assist cylinders for the deck lift... and if you remove deck without locking the linkage down, you have one h3ll of a time re-attaching things. Ask me how I know.

Is it locked in the highest position? In which case it won't move up or down. Turn the height adjuster knob assuming this model has that dreadful mechanism.
