died while running, won't start now

B7510 tractor was running, shut down, now won't start back up. after watching and reading some suggestions. to check the peddle plunger in order to get to it, calls to remove the steering column plastic guard, Not wanting to destroy the pin on the throttle handle. how or what do I need to do to remove the handle?
