I don't think there's many options but it will be interesting to see how many different ones are recommended.

Its fairly well rotted already and not too large (doesn't appear).

IF you are in decent physical shape....then a Pickaxe and 15-20 minutes of your time should dislodge it.

Cut the any remaining roots and use the tool to lever the stump out.

Clear the brush away….dig the dirt away from it with a shovel…. soak it with diesel…. put a couple bags of charcoal over it…and light it off!

It’ll burn for a couple days leaving a smoldering hole in the ground, which you can fill with soil.

This is how I cleared two live oak stumps for a grass runway. Can’t tell trees were ever there.

use your PHD to drill several holes all around it
use tractor and chain to pull the stump out

actually how you get it out depends on what's nearby and 'must be saved'

2 weeks ago I removed 4 Spruce 'stumps'. trees were 80 years old(65-100' tall) so it took awhile with my BX23S and had craters 3x the size of the stumps. ALL gone though AND the neighbours PAID ME to have fun !!
