The clicking sound sounds like the stop relay, and another is probably the glow pug relay.
You need to check the switch on the clutch and the switch on the PTO, they are the 2 that controls the non start situation.

The WSM will have the wiring schematic.

Do you have dash lights?
Well, I realize the clicking is from a relay, but I do not see any relays and I do not know how to find these mysterious relays. Where are they located?

OK, I do not appear to have any dash lights. If they are on, they are very faint at first, and completely gone after the first time I try cranking.

I pulled the dash apart and took both the glow plug relay and starter relay off to test. I applied voltage across the terminals, and the relays click like they should.

The weak (then dead) dash lights, to me, indicate this is not a Clutch or PTO switch issue. I've forgotten to push the clutch in before or left the PTO engaged before. All of the dash lights work in those situations.

Almost every fuse measures 0.6 Ohms except the 2 big 40A fuses by the battery. I think one of those was at 1 Ohm, but the other was at 0.6 Ohms. I tried swapping those 2 big fuses, but there was no difference.

At the lug on the starter, I have battery voltage (12.6V).

What could be preventing power from the battery from cranking the starter?

Four different things could be going on!

Bad battery, (sorry don't have time to read back into the thread), if it has not been done have it load tested.

Bad battery cables, could be either!

Bad battery cable connections at either end!

Bad starter!
