D1005 ( in Beta Marine 28 ) is not idling properly for a while after start - then runs good

The first thing I checked when the problem occured was the solenoid in fact. But that was not the issue.
So today I messed a bit with the bolt ( 020 ) and it seems that that helped.
Will see if it is a consistant improvement.
Not sure what bolt (070) does but maybe someone can enlighten me?
To be honest I dont really understand how that whole throttle / governer / idle mechanics thing is working. .. could not find enough explanations.

Can you get a picture of the area just up and to the right of that picture? Try to include the bolt hole that I assume is in that corner missing from that picture.

(I think that will show the spring attachment and the U-shaped attachment.)
