Put an (wrap-around) ammeter on your battery positive cable and hit the glow plugs to see if you get a nice amp-draw indicating the glow plugs are being activated and drawing power. (Or turn your incandescent headlights on and see if they “dim” when you hit the glow-plugs… might give some indication.)

I've started giving more fuel and it seems to help. Do you have a block heater? if so plug it in the night before you want to use the tractor. Does it park inside or outside?
It's inside a remote unheated garage. I do keep a battery maintainer on it. Looks like I may get time tomorrow to check the plugs and see if one or more might have an open circuit

Well, I had to work the machine again today. Not cold out but not warm. Stuck it up to just shy of half throttle, one cycle of plugs and it fired off almost instantly and then I simply dropped it down to fast idle to warm
