How do you plan on powering it?If I really,really needed one I'd just build a selfpowered,SSQA concrete breaker but ONLY if it was cheaper than renting one.
I'm currently in the design stage of a 48" 2 stage snowblower( yeah 90*F here...) it'll be selfpowered SSQA ,a LOT cheaper than the Kubota $5000 unit and being SSQA I won't loose easy access to the loader.
I don't think it's possible, nowhere near enough tractor of hydraulics to run a cement breaker!

I'm using a 14HP OHV Chinese clone of the Honda engine to power 2 ,24" snowblower units bolted side by side.Linear actuaors for chute heights,surplus drills for the directional(left-right) control. All controlled from one $7 joystick.
