Can't lift a rotary cutter

I have a B8200 and just recently bought a 5' King Kutter bush hog for it. The tractor pulls the bush hog easily and I have been impressed with the toughness of the KK. However, I can't lift the bush hog completely off the ground so that the back wheel comes off the ground. I have tried adjusting the middle arm of the 3 pt hitch, but still no luck.
The other problem is that sometimes when I lower the cutter completely and drive in reverse, the hydraulics won't lower it and my tractor tires rub against the cutter deck.
Any suggestions on how to (1) adjust the 3ph so that can lift the entire cutter and (2) I can get a faster reaction time from my hydraulics? I checked the fluid level and it is full.
