Found this on a rural county road during a walk. It says "Eckstrom" and "Max 20in/lbs) on the head. That brand makes me think electrical, but beyond that, I'm stumped. It is 3" long, and appears to be cast aluminum.

Took a bit of searching on google, but this looks like the screw for an electrical meter ring. Guess Ekstrom Electric Control was bought out by Brooks Utility. Must be from an older one if it is aluminum, as the newer ones say they are made of stainless.
I think we have a winner! The two slots make sense now, that is where they attach the anti-tamper seals.

niteshiftfromkc- You nailed it- The power company recently installed a new meter on my place in the mountains and that "screw" is what holds the meter clamp ring on. I probably should have gotten a pic, but it is identical.
