not sure what you are saying there.
if it's stuck, take the deck out and find out why. There's a cam up underneath. Is the cam boss stuck in the frame? Detent plate broken off and jammed? Lift arm tab bent/broken?

See your a new member, if tractor is new to you, mower deck needs to be fully raised before deck height knob can be turned.
That seams to be the general consensus both those coments were pearls of wisdom
