My manual says the traveling speed of the 2013 BX25D is 0-4 in low and 0-8 in high. I am seeing 0-1.5 in low and 0-3 in high. Any suggestion on how to get the factory speeds?

Check the ball joints on the ends of your HST linkage. It runs rearward from the HST pedal to a control arm on the hydrostat. The joints can wear out, or the nut securing them will come loose.

Because something is obviously wrong. Would you drive your car if something broke and it couldn't go faster than 65? For all I know I am damaging the tractor by even driving it.

start by upping tire pressure to max. and retesting.
to max. speed while in field you drop tire pressure (improves traction/minimizes slip) on roadways you do reverse you can up tire pressure to p/u ground speed for a certain rpm.

let us know if it makes a difference or you.

That nut can be the problem - it will back off and you'll lose speed - especially in reverse

The ball joint looks fine, but the bracket the pedal is attached to has a lot of play on the shaft. I get almost 2" of pedal travel before the linkage starts to move. There is a roll pin through the bracket and shaft, but still a lot of movement. I'll see if I can get it off and figure out why it is loose on the shaft.

Ball joints are not going to account for that big of a difference in traveling speed.

What's your RPM?

RPM and transmission fluid are the two major factors. With a hydro trans, you need to make sure your trans fluid is full, clean and has been serviced properly.

Fixed. It was a linkage problem. The tractor would go twice as fast in reverse than forward. I adjusted the speed change rod and now it goes 8mph forward and backwards. Thanks for all the suggestions. BTW, this was my neighbors tractor for 7 years. I used it more than he did but I didn't want to mess with it in case something broke. He decided to sell it so I picked it up. Now I am fixing all the little problems.
