I am trying to fix everything on a new to me BX25D. It has 455 hours. I am pretty sure it has had the backhoe installed since new. I removed the backhoe and am now trying to get the PTO to work. The PTO lever was bent so I removed it and got it straight. But now I can see why it was bent. The lever does not move. It is attached to a plate with two bolts. I tried to move this plate with a pry bar and it doesn't move. Any ideas how to free it up?

It does not appear that plate should move...it is bolted in place. I have a BX23D and have looked at that area. It is not the same so I can't help. Someone here will. There are geniuses here!

It does not appear that plate should move...it is bolted in place. I have a BX23D and have looked at that area. It is not the same so I can't help. Someone here will. There are geniuses here!

Look at the BX25D parts diagram I posted. The "plate" is on the end of the shaft thar shifts the PTO. Part #10 in the diagram

As Dan says…..start with a generous dose of a good penetrating oil where it enters the case.

Keep applying over a couple/few days with some easy torque on it to free it up. Don’t get heavy-handed.

It didn’t freeze up overnight; don’t try to reverse it overnight.

I'd remove bolt 060 and retaining plate 050 first.
Light tapping too, the vibrations help move the penetrant in (Kroll, PB Blaster, not WD-40). could take a week. Spray, tap, work it, a few times a day and then repeat the following day.

I have been trying to get the PTO to move for over a week now. There is not much place for penetrating oil to go, most of the works are internal. I have been tapping the lever (item #10 in the top diagram) a little every day but it never moves. Now I have a question. With the PTO off (where the lever is now stuck), should either of the PTO shafts move? I tried turning both the rear and the mid shafts and they don't turn.

The lever you point to is just a valve, it's not the speed or pto selector that's a different lever.
The PTO clutch has a brake in it, you will not be able to manual turn either PTO shaft.

To fix this pull the bolt and keeper then carefully pop it straight out.

When you engage the PTO with the lever labeled F125XX, it tried to rotate the bracket number 010. It has to rotate bracket 010 or you just bend the PTO lever. The lever F125XX is item #6 in the diagram below PTO clutch lever.

No, I'm saying that you need to remove Bolt #060 and Tab #050 to remove valve #10 from the case.
Then you'll need to clean that valve up and the case hole.
You might need new O-rings.
Grease it well on reinstall.

Well corrosion on the keeper plate could very well be what's keeping it from rotating.
So pull the plate and try to rotate the valve.

As you can see in the picture attached, the only way to remove the bolt is to remove the transmission from the frame. I did get it free though. I used a 3 pound hammer and a solid steel bar to gently move the PTO plate. The first 50 or so left right movements required the hammer. The next 200 or so movements I was able to do with a crow bar. After about 100 times I could get it to move the full range, the next 100 got it freed up enough that the lever would move the plate/shaft. It works great now. I'm sure it hasn't moved since new in 2013 because it had a backhoe attachment that was never removed. Thanks for all the help and suggestions. Now the next project is to put a 1/2-20 helicoil in the wheel hub because one of the holes is stripped.
