Looking for some information what the Idle Apparatus is/does. finishing some maintenance on my 2360 and noticed the highlighted place is spinning freely, I can found the parts diagram on Messick's and did some time on google and You tube university but can't figure out what this piece is for or supposed to do and in all reality the rest of the Idle apparatus. I'm still pretty new to doing my own maintenance so any help is appreciated.

That's what I was thinking but also was wondering why that part doesn't have a part number to specifically search.

Looks like a tamper proof cap to me. In other words:

They do not sell those parts to people because if they did then someone would jack the setting all up, put an anti tamper cap back on it and have some poor tech scratching his head for days wondering what the heck is wrong with the idle since no one has touched it! 
but to further ask is that piece supposed to spin around or does that mean something under it lose that needs to be addressed?
It spins around to prevent you from turning the nuts it's snapped on to.
