So it sounds like you need to forget about the mower deck and concentrate on why the 3PH is not working…focusing on the root problem…
Now that we know the mechanical linkage between the two is intact it really doesn't matter which we call it. He's concerned that his mower deck doesn't lift and may have never used his 3-point. It was a good question to establish that we didn't have a mechanical linkage issue between the two.

The problem stems all from hydraulic relations yes 3ph doesnt lift but the two are connected focusing just on the 3ph is the same issue as focusing on loader not lifting or power steering its all hydraulic driven so its control valve related for whatever reason its not building pressure. pump runs and can get fluid to the control valve but beyond is not flowing. Does anyone have a good hydraulic diagram of control valve??

No significant change in sound from initial startup when moving lever however there is a whining noise when running at the lower rpms but cant exactly pin point what it is. Once going up on rpms the engine either over powers sound or it phases out at the higher rpm. Loader also started having issues aswell
Are you confident that there is no issue with the pump drive? I need to go back and look at how it is driven.
Do you have a pressure gauge capable of 2000 psi? Ideally we would check pressure and flow at the top port just to the right of the "A" in the parts diagram you posted. We should get pressure there with the lever in the raise position.

If the three point hitch does not raise the mower deck will not raise, because the mower deck is mechanically connected to the three point hitch. The thread title is “ BX2230d mower deck wont raise.” That sort of misses the target which is really “Hydraulic pump issue, need help!“ or something like that…

Naturally if the three-point hitch doesn’t lift there’s a hydraulic/mechanical problem of some type. Just common sense that if there is no hydraulics the mower deck will not lift. As I type this I can’t remember the details of your situation. I will have to go back and refresh my memory now that it has sunk in that you were not really asking about the mower deck at all…LOL

The slot in gear "070" drives the pump. Did you get a look at that slot when you had it apart? Does the drive tang on the old pump show any signs of having spun in the gear slot? I have read here of other brands with that drive set up having issues with the tang drive slot wearing out to the point the pump shaft slips.

Does your power steering work? If it does we are pumping some oil. Looks like the only paths to losing flow would be through the priority valve directing all the flow though the steering circuit (not sure that is possible) or it is going out the pressure relief. Might be possible the control valve spool is stuck in the raise position and if the seal in the lift cylinder was bad enough it would pass the oil. Are you sure the raise/lower lever is shifting the spool? Looks like there is a cover on the valve where that could be observed.

If your steering doesn't work I'd be looking at the pump drive and I still have major concern that something is wrong on the pump mounting because of the gaps shown in your first post.
