I just picked up a bx2230 and it has 700+ hours on it. If i turn the ignition to "stop" the tractor runs like normal but the hour meter doesnt climb.. It only climbs if i turn it one more notch to the right.. Not sure what this means. Im worried this thing could have more hours on it then stated.

Welcome to the forum, first. Is this your first diesel? Many diesels don't shut off, with the key, particularly the older ones. Turning the key off only turns off the charging system, and the hour meter. I'm not familiar with your tractor, but I think its new enough, that it should stop with the key in the off position. If not, check out the stop solenoid, that should knock the throttle back enough to kill the inj pump. The old ones I have to pull a lever, to stop them. I doubt anyone would use the key off to perpetrate hour meter fraud...
In the stop it stays running. There is a push button solenoid to kill it. When its in stop the fuel and temp gauges turn off and the hour meter stops, but the tractor runs fine. In the "run" position the gauges come back on and hour meter starts ... Just doesnt seem like an accurate way to keep hours. Someone could easily run it and keep the hours down.
But then, they would have to jump start it a lot, cause it won't charge battery in the off position...
