Brakes on B8200E Lock up.

When the slightest pressure is applied to the brakes they lock up and skid the tires, even on concrete while not going very fast. The linkages are adjusted practically all the way out but only takes less than an inch to engage. As soon as they engage, they lock up hard so it is almost impossible to apply the breakes softly. They are either off or locked up. Since the linkages were adjusted all the way out I thought that maybe new brake shoes had been installed? They are noisey as well when they are applied. Could they be rusty and thats what's causing the whole problem?:confused:

Here is another post I "left hanging".

Ended up taking both the left and right brake assemblies apart and cleaning with brake cleaner and then relubrication the joints where the shoes ride on the cam inside the assemblies and now they work great.
