It's bacteria.

Bleach will kill the "bacteria"!
Be generous with the bleach/water ratio mix.

Buy a bottle or two of pool shock (sodium hypochlorite) and pour it into the drum. This will kill the mold and allow it to detach. after that, just rinse it really good.

I am pretty cheap but I'm lazier than cheap... Throw it out and buy a new one.
