To cure the long term problem, after removing the Fluid Film, the rusted/corroded steel should be treated with two coats of OSPHO, and then coated with a two part epoxy paint.

POR is overrated and will peal unless the material is perfectly prepared. There are a lot better products out there that work better.

I just prepared a well used, covered in surface rust, air blast sprayer to be partially coated in POR-15. I've done lots of reading/watching of different people who have used it. The common denominator for those who had poor results failed to properly prepare and apply the product. Seeing is believing. I prepared the surface per the instructions from POR so I will soon become one of the advocates or haters.

There is no doubt that you will get better results with better preparation, however, it will always look like a plastic product on the metal. If you are doing a car restoration there are a lot better products that have that original look and will maintain that original look for many years and decades with proper storage and cleaning. I have used a (two part) product manufactured by the Ameron Corp. in the Netherlands, and also distributed in the USA.
The product is called Amerlok, and is sold for commercial use only.
Frequently used for municipal water towers, and steel bridges.
I coated a concrete Florida sea wall, and 25 years later it is still in good surface condition.
I also used it on the below waterline area of my 44' fibreglass trawler yacht, with excellent results.

I have always had a preference for the paint that Goldfinger used, but I have had a difficult time finding a model to paint.
