B8200 RPM/power issue

I have an '85 B8200HST that I've owned for most of it's life. Over the past 6 months or so the RPMs have begun to fluctuate wildly, even under the lightest of stresses. I rebuilt it about 4 years ago and it has always started without trouble and easily revved to normal RPMs as called for. No smoke, no noises, just no power, and it seems to be getting worse. Any insight would be appreciated. Thank you for reading.

Check the vent on the fuel tank cap!
also when was the last time you changed filters?
What is the temp, cold? if so what fuel do you have in it?

I have not checked the fuel tank cap vent (not even sure how to do so), but will give it a go. I last changed filters just after this issue arose as I suspected it was possibly starving for air due to an old air filter. Temp has been in the 50s or above when I've tried to use the machine recently, using D2 from my local station. Thank you very much for your response.

I want to say that I did change the fuel filter as well but it may have been longer than I realize. I plan to get a new one just to be sure.

Checked and cleaned fuel tank cap - vent is free and clear.
Replaced fuel filter, but the old one was still nearly new as I replaced it with the air filter less than a year ago. Tractor hasn't been used more than 20 hours since. Fired it up, pulled it out of the barn and started up a slight incline and it dropped 1000 rpm with only the front end loader attached. Any idea what my next step should be? Again, thanks for reading.
