So i have tried to adjust the HST according to the manual. But it seems that is not the issue. the issue seems to be the little cylinder (damping lever) connected to the foot pedal. the one that is supposed to center the pedal. mine will not center the pedal completely. it always leaves it to whatever the last direction i used it in. I have checked and this part is expensive. is there a way to rebuild it or is there an alternative. part number 25 below.

Simple answer NOPE!
And $180 is not expensive, some are a whole lot more.
Have you verified that that is truly the issue?
Because the parts in yellow are the parts that normally have issues with it not retuning to neutral.
Disconnect the damper and see if it returns to neutral.

ill check that. the damper has a large dead spot in the middle so it maybe the other stuff.
