There is no main fuse on a b7100, I don't even think there is a fuse link on that model.
If there is it will be on the hot wire that runs from the starter to the dash down by the starter.
If you've only have 8 volt's you have a battery or battery cable issue.

Do you have dash indicator lights when you turn the key to on?

Old style 7100 had 2 inline fuses under dash new style hst has 3. But neither of those would only give you 8 volts at starter in any scenario. Does you oil temp light still come on? Does your glow plug controller still work?
