I have a garage kept B7100 Diesel. It has not been running in 10 years. Need advice on what maintenance I should do prior to starting. Oil change? What transmission fluid to use? Bleed the gas lines. New battery I assume. Just water in the radiator?

1. Download a WSM for your unit at kubotabooks.com. Read it thoroughly, as all your questions will be answered there, but I'll give you a quick run down anyway.
2. Check condition and level of all fluids. Ensure they are all in safe operating range.
3. Drain fuel tank, change fuel filter, put fresh diesel in tank.
4. Charge existing battery (replace if required) try starting engine, bleed air out of fuel system all the way to injectors if required.
5.Once unit is running, warm it up, shut it down and drain engine and transmission oils, and change filters. Fill with new oils. Use Kubota SUDT2 in the transmission, regardless whether it's a hydrostatic or gear. Use a good diesel engine oil in the engine.
6. Drain radiator and refill with a 50/50 mix of antifreeze and water. Recheck level after unit is warmed up, top up if required.
7. Drain and replace oil in front axle and hubs (If it's 4wd). Use Kubota SUDT2 or 75/90 synthetic gear oil.
8. Drain and replace oil in steering box. (75/90 synthetic gear oil is fine)
9. Grease all fittings found in the WSM.
10. Change air filter.
11. Check every nut, bolt, screw, cap and drain plugs for tightness.
12. Follow the recommended service schedule in the WSM and enjoy using tractor for the next 40 years.

The chances of it running without some fuel system work are going to be low.

Turn the engine all the way around by hand to make sure it's not seized up.

All good advice here. My L245F had not run in 5 years, and fluid and filter changes were all that were needed, but I also did fuel lines and checked over all the points above. Worth a try for starters.
