That "hole in the dash" is the glow plug indicator, in the hole will be a single loop of wire that will glow red hot when the glow plugs are heated and are up to temp, on that tractor about 30 seconds of glow heating should make it work.
And to heat the glow plugs turn the key backwards.;)
Not to steal the thread but my key only allows power to the black knob next to the key. There is a label in Japanese that roughly translates to the amount of time to hold the knob counter-clockwise in relation to the temperature (in Celsius) before turning the same knob clock-wise to engage the starter.

Oh yes sorry forget those have dual switches, but the rest is the same.
If your not getting a glow out of the indicator your not getting glow plugs either.
