That port is only active when the three point control is used.
It's not a good port to tie in a loader!
You need to add a block to the hydraulics and tap for the loader from it.

@jmielnicki

Did you just get this tractor or have you had it awhile and it’s operation of the FEL changed suddenly and recently?

I got it over the summer from a family member that never really maintanded it. evrerything was working when I brought it home all I did was change oil and coolant then bucket stopped working and pulled suction tube filter out and it had 1/4" sludge all around it then changed hydraulic fluid and still not working thats why I thing there is still sludge blocking flow. Just trying to get it backl all operational so I can use it around the yard

The instructions you sent describes the issue I am having that oil doesnt flow to the implemt when turned that way
What in those instructions describes your issue? You can take the valve off if you want. It is just a ball valve in the cylinder cap. But before you do that I suggest you check the pin in the handle - part number 70 in this drawing.

ok
What am I looking for when inspecting the pin
That it is intact and the valve stem is turning the full 180 degrees.

We understand you are not getting flow from the valve. I can only think of two reasons for that:
  1. The handle is not turning the valve.
  2. You are not holding the 3pt lever in the raise position
Since that valve stem also feeds the 3pt and the 3pt is working I dont think there is much chance it is clogged.
