It's WAY below zero and my tractor is now parked outside. It turns over but won't fire. It has always started instantly with glow plugs. Even with the WSM manual, I can't find a procedure for troubleshooting. I'm assuming it's glow plugs. It was running fine an hour before. Location of components for glow plug system from key to cylinder.

In the WSM, look at electrical wiring diagram. See what fuse powers the plugs. Maybe there's a 'relay or 'timer' that does the actual power controlling ? Does the 'glow plug light' come on the dash ?
On my BX23S the light is wired in parallel with the glow plugs so if it's on, power IS getting to the glowplugs.
'WAY below zero' , I'd expect 50-60 seconds before glowplugs would be hot enough and that's if there's NO wind ! Owners manual or WSM should have chart of time/temp for starting.

The glow plugs should be somewhere near the injectors and be wired together with a large wire or bar attached to the top.
They should be getting around 10 to 12 volts on the connection point to the glow plug.
Hopefully you can find out by connecting the positive lead of a voltage meter to the glow plug connection and then the ground wire will be connected to the battery negative terminal. Turn key to position for glow plugs and then read the meter.

Had the same thing today. I have narrowed it down to no power to the fuel cut off solenoid.
When you turn the key on, can you hear the solenoid click?? If not, you're not getting fuel. I took mine out and bench tested it and it was good. I just don't have power to the solenoid.
I know this is the issues because the tractor starts with out the solenoid installed.
