Hey how do you disengage the hydro on a b2400 either to tow or to spin rear wheels when on a jack? Or can you and no just in neutral doesn't work

If the range selector has a neutral between high low and high that will do it.
If you've done that and it won't move there is either a brake is engaged or there is damage preventing it from spinning.

I guess I should have put with the tractor not running

Yes with the tractor not running put the range in between high and low ( Neutral) and it should spin.
