Are you sure it’s in gear for mid, rear or both PTO’s? Only takes a little to pull them out of engagement.

Neither lever will move. As best I can tell, engagement lever is in the off position and the selector lever is in rear.

My apologies. Did not read your post correctly.

I would follow the lever linkage down to the case. I wonder if there’s a place in need of some penetrating oil and lubrication. While doing so, look to see if anything has been bent, damaged, etc.

My recollection with the smaller machines is the lever turns a shaft that goes into the case.

You may have to pull the left rear wheel to get at it well.

Have you used the PTO before?

Have a B2601 and exact same thing happened to me last year. Went to start and nothing. Found the pto selector lever was seized partially on. Spray every linkage you can find with a quality lubricant, I use the T40 Krown spray. The worst was the linkage coming out of the main case, totally seized as I didn't know it was hiding in there. Once all freed up give everything a spray a couple times a year. Easy fix once you know the problem.
