Your B2150 has power steering right? Has the machine been left outdoors? Uncovered?
On your machine your power steering box is located at the base of your steering column. There is a rubber bushing at the top of the column but it gets worn quickly and doesn't do a good job of blocking out water and dirt. Water gets down along your steering column and freezes, ruining the seal at the bottom of your column and allowing hydraulic oil to come out and up the tube.
To solve the problem, you will need to remove the steering wheel, unthread the steering tube, and replace the seal at the bottom of your column, where the "dry" tube meets the input steering shaft. Hope that your shaft isn't rusted and pitted. Hope that your bearings aren't bad in the steering box.
In the future, you may want to drill a medium sized hole at the bottom of your steering tube to allow water to seep out and not sit in there and cause damage. That tube is not supposed to be full of fluid.
