B2100 3-point hitch

My neighbor has a B2100 tractor that was given to her. The 3-point hitch does not go up or down when moving the lever (it is currently in the down position). Any suggestions on what to look for first?

Look at the lever bottom end. It is probably an eye with a rod through it. The rod should go into the tractor case. The rod should rotate with the lever movement. There is usually a pin that connects the eye to the rod. It may be sheared and not moving the rod. I could not locate this in the illustrated parts list so I am not 100% sure how it is connected. Just make sure the rod is moving along with the lever’s movement.

When I lift up the 3-point hitch by hand the lever moves, so I am guessing it is connected.

There is a round knob under the seat, three point drop speed adjustment, check that it's not in the lock position.
