B20 Fuel injection Pump stop linkage issue.

Does the side level on the pump controls the amount of fuel or is it only off and on? If I tie the lever to the shut off lever will it still work?

You're going to provide more information, are you talking about the plate on the side.
If so you need to provide what tractor model or engine model and use your working with.

It’s the side lever on the injection pump which is used to cut off fuel. It does not return to “on” position after shutdown. The B20 had been sitting for a long time and the lever is sticking. Question is does the lever modulate to control fuel or just on/off function

The side lever on that model only does the stop function, nothing to do with the RPM's.

It has 2 controls that run it one manual (rod) and one with the Stop solenoid which is timed to engage for approximately 5 secs.

Pull the plate off and either take it apart and free up the shaft or replace the spring in it to make it work properly again.

You can't simply tie it open or closed as you will not be able to either start the tractor or shut the tractor down.
