B1700 Throttle issue

Need some help here, I replaced fuel filter , cleaned injectors fresh fuel. Tractor runs to 3000 rpm when cold ,when it gets to operating temperture it will throttle from @1800 to 2200rpm. I am baffled . Could it be the fuel stop solenoid causing the rpm limitation ?

I would lean more towards a problem with the lift pump
or either a plugged vent on the cap or a line.
But the fuel stop solenoid would be real quick to eliminate, just remove it.

What did you do to "clean the injectors?"

dissasembled each cleaned using a torch tip cleaner , ran back thru my parts washer ,re-assembled. Let the tractor run completely out of fuel. Put fresh on road diesel in with this stuff called K-100. Tractor runs good again. I think initially I got some bad off road diesel
