Yes they are. Over here they are generally called flail mowers. Also available with different style 'flails' or 'hammers'

I think the terminology is getting things confused here. The first 2 videos are of a flail mower not a mulcher. The third video is about a tiller. This is three different machines.

The flail mower is to cut grass and weeds but not large shrubs and trees.

The tiller is made to prep the soil for planting. It will not cut up large roots or scrubs.

A mulcher is made to grind up trees, scrubs and other vegetation. It is not made to run in the soil.

Yes, they make mulchers that fit onto the tractors. Some of the mulchers run off the PTO and some run off of a hydraulic motor.
