Well I just ordered a 4 ounce bottle of the Biobor JF biocide and this syringe which should work well.

If you are using plastic syringes to measure things be aware that stuff like diesel and some of these additives may dissolve some parts of the plunger and or the grease that makes them slide. Safest trick use the syringe to measure the desired amount of water into a tiny glass container and make a mark on the outside to indicate the amount, then dry out this and use as a measuring device.
