I think we have it figured out, but you might want to inform Kubota and/or Messicks about that. They show #170 as being a "tension pulley".

I know, but it isn't. They had to name it 'something' and probably decided on a name that mechanics would be familiar with.
Clearly....it does NOT tension the belt.
It does however 'limit' belt movement. Toyota does this on several applications, most notably the 80 series Land Cruiser with the 1FZ-FE engine because it has a pair of belts with a long, unsupported run.
Otherwise belt 'flutter' could result in a thrown belt.
