3 point control won't stay put

My L245DT 3 point seems to lift fine, but the control lever almost feels like it's spring loaded toward the down position. As soon as I let go, the control lever drops down to the wing nut stop, and the 3 point drops as well. Shouldn't the lever stay where I put it and then hold the 3 point position?

There are jam nuts to adjust the tension on the TPH lever at the bottom of the lever where it enters the housing

I was just logging on to report that I got it taken care of. My manuals came the other day and I found the spring washers and jam nuts on the parts manual exploded view when I was reading them last night.
