2021 rtv x1140 won’t shift in any gear while running

I have a 2021 RTX 1140 940 miles on it and now the transmission will not shift into any gear while it’s running if I turn the engine off and then restart it. I can go to whatever I want but then it’s stuck there until I turn it off and shift to another gear or reverse FYI, there’s only low high and reverse. It runs fine and it runs fine and any either low or high or reverse, but it will not shift while the engine is on and the brake pedal depressed. Any suggestions or thoughts? Thank you.

A hydro dump valve on the RR of the trans-axle assembly is out of adjustment or your idle RPMs may be too high.

Is it too low a mileage to have the hat be totally gone? A local mechanic said 7k to replace it. Makes no sense. Replaced fluids and filters no change? Thanks
